Dear Sir or Madam:
This letter will evidence my support for Dr. Vladimir I.
Perevoztchikov's efforts to establish a non-profit science and
education foundation that will encourage exchanges between
American scientists and educators and scientists and educators
from Russia and other countries that were a part of the former
Soviet Union.
Dr. Perevoztchikov is a scientist who has
taught at the high school, college and university levels in
Russia and the United States. He has significant relationships
with scientists in Russia, Eastern and Western Europe, and the
United States. His experience and expertise will benefit a
nonprofit foundation that seeks to enrich the relationship
between American projects in science, engineering, technology,
education and hi-tech businesses and such projects in countries
that were once part of the Soviet Union.

I
am writing this letter in supporting of Dr. Vladimir I.
Perevoztchikov, who is working to establish a non-profit
Russian-American Foundation in Science, Engineering, Technology
and Education. I am
acquainted with the
Mission
and the Charter of this Foundation and believe that it will be an
excellent venture. The
goal of involving universities with well-known companies in
Texas
to develop joint projects
between Russian and American scientists and engineers is one
which I have supported in various ways since becoming Director
of the Center for Russian, East European and Eurasian Studies at
the
University
of
Texas
at
Austin
.
Russian
scientists have been successful in making fundamental
discoveries in the main branches of science, engineering and
technology. These
discoveries and in general, the expertise of Russian scientists,
can be used as the basis for future innovations.
The Foundation will be able to create a storehouse of
science, engineering and technology information on the basis of
Russian achievements in science that would be useful for
American researchers, students and teachers, entrepreneurs and
investors.
The
Foundation has the potential to develop Russian-American
relationships in the field of education, which will be useful in
establishing joint Russian-American educational institutions and
in conduction Russian-American exchange programs for scientists
and educators.
I look forward to working with Dr.
Perevoztchikov and assisting him in developing joint
Russian-American scientific and engineering projects through his
new Foundation.
